I think it is a matter of convenience to each person. From what I do myself and saw people do - 1 bank = 1 song and programs relate to fixture effects. Pretty simple and intuitive.
As for the faders lock - there is such an option but I don't think it is there for the instance you've described, so it won't help you I guess. However I could be wrong as it is difficult to understand your intend clearly.

I'm somewhat new to designing shows and was curious about the way people set there's up. For instance, I want design a show with a bank of color programs, a bank of motion programs, a banks for laser stuff, vibes, etc. Is there a way to lock faders so that I don't have repeat programs but for a different color? What do you banks and programs look like?
