I am able to duplicate programs within my banks. However if i design a program it will not let me duplicate it within the same bank no longer. I click "duplicate" and nothing happens. Is this not possible?

Never faced with such a behavior. Looks like a bug. You'd better raise a ticket, sure support will help you.
