At I glance it looks so. In EMU you can.
But seems I found a workaround. Use different audio sources for each effect and set the frequencies for each audio source individually:

So it seems I can set the upper and lower limit in the audio settings but that will be global and not on a per effect basis. So, it seems like I couldn't have one effect triggered by the bass and another the high notes.

1) highlight a green fader you want to be sound active
2) choose frequency for it
3) move sound tracker knob up to 100

Your green fader becomes lilac.
AA, I can't seem to find the sound tracker. Where in the UI can it be found?

Sound tracker applies only to a program, not to the whole set of programs of a bank. If you need it to all programs - then you will have to apply it individually to each program.
Thanks AA. Can this be set per effect or just once per audio input device?
I will just add that you need adjust your frequencies levels in EMU settings (mine are around 5) to make it more adequate reacting sounds. You can choose Sub, Low, Mid, High for sound tracker, i.e. these need be adjusted in the settings.
